What is an Asbestos Removalist invoice?

An asbestos removalist invoice covers work surveying, removing, encapsulating, and disposing of asbestos-containing materials (ACMs) from buildings constructed before 2000. Licensed asbestos removal is regulated by the Health and Safety Executive (HSE) under the Control of Asbestos Regulations 2012. Licensed asbestos contractors must notify the HSE before starting licensable work, and clearance certificates must be issued after removal is complete. Invoices must reference the licence number, notification reference, and clearance certificate for compliance. Asbestos disposal is controlled waste requiring a waste consignment note, which should be attached to the invoice. Asbestos surveying (management surveys, refurbishment and demolition surveys) may be invoiced separately from removal.

Frequently asked questions

Why must my HSE licence number appear on the invoice?
Your HSE licence number proves you are authorised to carry out licensable asbestos work. Clients need this for their compliance records. Work on licensable asbestos by an unlicensed contractor is illegal.
What is a clearance certificate?
A clearance certificate (issued by a UKAS-accredited asbestos analyst) confirms that after removal the site is safe for reoccupation. It is a legal requirement for licensed asbestos removal work and should be issued before your final invoice is paid.
How do I invoice asbestos disposal?
Asbestos waste is a hazardous controlled waste. The disposal cost (waste carrier, consignment note, licensed disposal facility) should be invoiced as a separate line item with the waste consignment note number and weight noted.
Do I need to notify the HSE before every licensed job?
Yes. HSE notification (at least 14 days before starting work) is a legal requirement for all licensable asbestos removal. Include the notification reference number on the invoice.
What is the difference between licensable and non-licensable asbestos work?
Non-licensable work (low-risk ACMs like asbestos cement, some textured coatings in small quantities) does not require an HSE licence. Licensable work (asbestos insulation, asbestos insulating board, any work where exposure is higher than the control limit) requires a licence. Always carry out a survey to classify the work before quoting.
